Why do foreign companies choose Portugal for engineering?

For three reasons that compound: a technical population that works in English without effort, full working-hours overlap with western Europe and partial overlap with the United States east coast, and EU jurisdiction with no need to incorporate. Lisbon and Porto became European nearshore capitals on exactly this combination.

For the buyer, the practical difference against a more distant destination is how much coordination stops being necessary. A team in Lisbon is in your nine o'clock and your five o'clock. A team eight time zones away is in one of them.

Dedicated team or fixed-scope project?

A dedicated team when the work is continuous and scope moves with the product. A fixed-scope project when the outcome is defined and can be accepted against written criteria. The wrong choice is expensive in both directions: a fixed scope over unstable requirements generates change requests, and a dedicated team over finite work generates idle capacity.

In practice we recommend starting with a small dedicated team even when the eventual goal is a fixed-scope project, because the first weeks reveal the real scope far better than any amount of upfront analysis.

How are intellectual property and system access handled?

Intellectual property in the work produced is yours by express clause, and does not depend on the contract continuing. Access to your systems is named, revocable and logged, and the team works in your repository rather than in a parallel environment that later has to be integrated.

Where the work touches personal data, the same framework applies as on the BPO side: a data processing agreement, and standard contractual clauses with a transfer impact assessment if the team sits outside the European Economic Area. Uzbekistan is outside it, and that is stated before the proposal is made.

Inside yours. The team uses your repository, your board and your cadence. Where no process exists, we propose one and discuss it before applying it.

What is the real working-hours overlap with Portugal?

Full with Lisbon and Porto. Poland is one or two hours ahead depending on the season. Uzbekistan is four to five hours ahead, which gives half a working day of overlap.

How is continuity ensured if someone leaves?

With documentation kept level with the work, cross review inside the team, and an overlap period when someone is replaced.

Can you take over an existing system with no documentation?

Yes, and it is common. The first phase is discovery and writing the missing documentation, billed as work and delivered as your asset.

What happens out of hours in a serious incident?

If the contract includes managed services, there is an on-call rota with response times by severity. Without managed services, support runs in agreed hours.

Do you do accessibility testing?

Yes, against concrete WCAG criteria rather than as a generic check. For Portuguese public bodies this is usually a requirement rather than an option.

How is a dedicated team billed?

Per person per month, with the team composition agreed and reviewed quarterly. No surprise overtime at the end of the month.

Can we start with one person?

For a very specific profile, yes. For continuous product work we recommend at least two, because a lone engineer has nobody to review the work with.
