Why does coordination sit in Lisbon rather than locally?
Because some of the work has to stay local and some should not. The operation that needs physical presence, relationships with local regulators and knowledge of the ground stays in Luanda or Maputo. The tier that handles European personal data, group reporting and coordination with headquarters benefits from sitting inside the European Union, where the data protection framework is the same as the rest of the group.

What happens to data when the operation is in Angola or Mozambique?
The Lisbon tier sits inside the European Economic Area and generates no international transfer. Whatever flows to Angola or Mozambique requires standard contractual clauses accompanied by a transfer impact assessment, because neither country holds a European Commission adequacy decision.

What is the real time difference?
Luanda is one hour ahead of Lisbon in winter and in the same zone in summer. Maputo is two hours ahead in winter and one in summer.
Is Angolan and Mozambican Portuguese different?
Yes, in vocabulary and some constructions, though it is closer to European than to Brazilian Portuguese. We treat these as variants in their own right rather than as deviations.
