What we flag before bidding
The entity. Corpshore Portugal is a division of Corpshore Solutions Corporation, based in Toronto, and not a Portuguese company. If the tender requires establishment in Portugal, a Portuguese corporate tax number or entry on a national register, we say so before submitting.
Certifications. We hold neither ISO 27001 nor ISO 27701. Where a tender requires them as a qualification criterion, we cannot meet it today, and it is better that both sides know that during the clarification phase.
Losing a procedure by flagging this early costs less than being excluded at the qualification stage after the contracting authority has spent time evaluating the bid.
Why the model is onshore in Portugal
Because EEA data residency is, in most procedures, a requirement rather than a preference. That rules out the lower-cost destinations in our network from the start and fixes the operation in Portugal, with the cost that implies.
We do not propose cheaper alternatives outside the EEA for public-sector work, and we do not quote a price that only holds if data leaves. When the bid looks expensive in comparison, this is why.
Digital accessibility, where many bids fall short
For digital public services, accessibility is a legal requirement rather than an extra. We test against concrete WCAG criteria, with reporting per criterion instead of a generic statement of conformance.
It is also where a technical bid distinguishes itself quickly: a conformance statement without verifiable criteria does not survive an accessibility audit.

Can you bid for Portuguese public procedures?
Yes, under the Código dos Contratos Públicos, through the usual electronic platforms. The contracting entity is the group's Canadian company.
Do you have a Portuguese tax number?
No. If the procedure requires one, we flag it during clarifications rather than submitting a bid that will be excluded.
Does data stay in Portugal?
It does. For public-sector work we operate exclusively onshore and propose no alternative.
Are you ISO 27001 certified?
No, and we do not claim it. Where it is a qualification criterion, we say so before bidding.
Do you do accessibility testing?

Yes, within the procedure's deadlines, and we use that phase to flag whatever we cannot meet.
Do you exercise public authority functions?
No. The work is service, digitisation, administrative support and IT. Administrative decisions remain the authority's.
