How is the right destination chosen?

By elimination, and the first elimination is always compliance. If the data category requires residency inside the European Economic Area, the conversation ends in Portugal or Poland and the cost is what it is. Only when that constraint is absent does comparing prices make sense.

Next comes language. For Brazilian Portuguese, Sao Paulo. For English and Spanish at Latin American cost, Santo Domingo, Mexico City or Bogota. For engineering and IT at the lowest cost, Uzbekistan. For English and continuous cover, the Philippines. For nearshore inside the European Union, Poland. The coverage simulator shows which combinations actually cover the service window you need.

Only at the end does price decide, and usually between the two or three options that have already passed the earlier filters. A supplier who starts with price is selling you a destination rather than solving your problem.

Can I outsource to Brazil with European customer data?

You can, with the right instruments and with the boundary designed from the outset. Brazil holds no European Commission adequacy decision. That means the transfer rests on standard contractual clauses accompanied by a transfer impact assessment, and that Brazil's LGPD helps but does not substitute for the adequacy that does not exist.

In practice the design that works minimises what leaves. Many operations can run in Brazil on pseudonymised data or on a restricted subset, keeping what is specially sensitive in Portugal. What is the real saving?

Does Brazil have an EU adequacy decision?

No. Standard contractual clauses and a transfer impact assessment are required. The LGPD brings the frameworks closer but does not substitute for adequacy.

Which destinations are inside the EEA?

Portugal and Poland. Every other destination in the network requires transfer instruments.

Do I lose control of the operation?

You should not. We work in your systems, metrics are agreed, and you have access to recordings and tickets by default.

What about the time zone?

Sao Paulo is three hours behind Lisbon in winter and four in summer. Uzbekistan is four to five hours ahead. The simulator shows the real overlap.

Can I serve Portuguese customers from Brazil?

Technically yes, and we do not recommend it for the Portuguese market. The variant is noticed and reads as poor service.

How does transition run?

Document before transferring. If a process exists only in two people's heads, writing it down is the first task, and it stays yours.

Does this suit public administrations?

It depends on the data category and the tender specification. Often the answer is a mixed model with the sensitive part in Portugal.
